The agreement was represented by Deputy Minister of Foreign Affairs, Walid Al-Khuraiji, and Dr. Jalal bin Mohammed Al Owaisi, who serves as both the President of the Saudi Red Crescent Authority and the Standing Committee of International Humanitarian Law.
