“Saudi Arabia Receives Global Acclaim for Advancing International Humanitarian Law”

The Standing Committee of International Humanitarian Law, led by Dr. Jalal bin Mohammed Alowaisi, President of the Saudi Red Crescent Authority and Chairman of the Committee, attended the 34th International Conference of the Red Cross and Red Crescent, held in Geneva from October 28 to 31, 2024. 194 international associations, bodies, and organizations participated in the event.

In a statement at the conference, Dr. Alowaisi highlighted the commendation and global acceptance of Saudi Arabia's endeavors in international humanitarian law, led by the Standing Committee. The international community, through its diverse institutions, has lauded the nation's initiatives in raising awareness and disseminating educational resources across various sectors. Dr. Alowaisi expressed the intention to further broaden Saudi Arabia's international involvement to better serve humanity. Emphasizing the necessity for collaboration and coordination among national committees, he underscored the crucial role in upholding and implementing international humanitarian law to foster a culture of dedication to its principles.

Initiatives

The Standing Committee of International Humanitarian Law dedicates continuous efforts to training and education, recognizing these as vital components for introducing the principles of international humanitarian law. Training, which encompasses skill-building and knowledge enhancement, is crucial for imparting knowledge about the foundations and principles of international humanitarian law, as well as its role in promoting international peace and security. Education, on the other hand, plays a key role in illuminating the significance of international humanitarian law, its foundations, and key concepts. It involves disseminating legal knowledge on international humanitarian law, enhancing the skills of organization employees, and delivering courses that raise awareness and provide education on various topics related to different aspects of international humanitarian law.

The Standing Committee of International Humanitarian Law is actively promoting and encouraging research initiatives in the realm of international humanitarian law and its associated branches. This collaborative effort involves working closely with pertinent authorities at specialized universities and research centers both within and outside Saudi Arabia. The objective is to underscore the strategic significance of a scientific approach in shaping principles that align with the vision of the Kingdom of Saudi Arabia and its leading role in this field. The committee is dedicated to disseminating the principles, scope, and facets of international humanitarian law, broadening its objectives, and fostering a transparent international environment, particularly in times of global conflicts. 

The Standing Committee of International Humanitarian Law places significant emphasis on offering legal advice to institutions or organizations. This advice aims to enhance awareness of accurate legal perspectives on specific subjects within the Committee's expertise. Through the provision of appropriate solutions and advice on correct legal conduct, the Committee's legal advice sheds light on diverse legal aspects. It serves as a tool for strategic planning and decision-making grounded in solid legal principles.  

The Standing Committee of International Humanitarian Law considers partnerships and collaborative efforts with other intersecting institutions and bodies as a cornerstone for achieving its established goals and objectives. This approach not only enhances the effectiveness of operations but also adds value for both parties by leveraging the diverse capabilities and expertise of partners. Engaging in partnerships with strategic entities has emerged as a crucial aspect in fostering cooperation and coordination among various stakeholders to advance the activities and missions of these entities.

As a founding member of the United Nations, the Kingdom of Saudi Arabia has upheld its commitment to the purposes and principles enshrined in the San Francisco Charter. These principles are dedicated to maintaining international peace and security, promoting peaceful conflict resolution, respecting sovereignty, and independence, refraining from interference in the internal affairs of nations, and supporting adherence to the established principles of the United Nations Charter and international law.
